Based on Ancient Greek κατηγορέω (katēgoréō), meaning "accuse, speak against, bring a charge", made up by κατά (katá) "against" + ἀγορεύω (agoreúō) "speak in the agora". So the meaning is basically to speak against someone. The Latin accūsāre breaks down into ad "towards, with regard to" + causa "cause, legal case". Russian обвинять suggests assigning blame, and Finnish syyttää is a causative for something that has been done. I thought that Elves would be more likely to assign guilt by debating the facts rather than simply attributing guilt, so I prefer the Greek interpretation.
